Overview
The Province of British Columbia’s Ministry of Children and Family Development (MCFD) is one of the largest service providers of Adoption, Foster Care, Early Childhood Development and Child Care services in British Columbia.

The Challenge
BC's MCFD, acting within its mandate, needed to streamline and redefine its workflow and move towards a regional service delivery model.

MCFD’s adoption process includes a number of steps that ensure adoptions result in forever families. The process involves matching each child's needs with the most suitable family. Detailed intake information and analysis increase the chance for a suitable match, subsequently increasing the chance for a successful adoption.

MCFD awarded TP Systems with a contract to develop a system that would follow their newly-defined adoption process. The development of a new adoption system became even more critical as MCFD faced a deadline for replacing portions of its mainframe environment.

The Solution
AdoptionLynx, a web-based adoption system that uses ASP.Net technology, an Oracle database and Microsoft IIS, was developed to meet MCFD’s requirements. Through its eight modules, the system supports the entire adoption process from intake and registration to the reunion of adopted children and their birth families.

The Result
Implemented May 2005, AdoptionLynx meets the requirements set out by MCFD to support the entire adoption process. TP Systems’ AdoptionLynx helps MCFD provide timely planning and complete lasting adoptions each year throughout BC.
